中文是您的 Web 瀏覽器設定不允許執行未簽署的應用程式

Internet的安全性部份如果Permissions for components with manifests是 Disable 以及  Run components not signed with Authenticode 是 Disable

就無法執行 clickonce , 

以上兩個選項設為 High Safety及 Enable即可

或者是將網站加入信任的網站
